Lancashire County Council are expected to conclude the Strategic Outline Business Case for the railway line serving Skelmersdale in early 2021. Network Rail and Mott MacDonald have confirmed that a heavy rail option is being pursued with other options such as light rail or a parkway station being ruled out.
