Scotland withholds engagement with Union Connectivity review

The Scottish government has blocked officials from engaging with the union connectivity review, whose terms of reference were published in early October. One of the options being put forward to boost cross border connections is reopening the Borders Railway throughout to Carlisle. Another option being considered by the review is a fixed link between Scotland and Northern Ireland.
